Water the soil two or three times a week until the soil is damp, not wet. If the weather is hot and dry, then you may well need to water them every day.
Feeding really isn't essential, but if you give them a pinch or two of any good plant food once a week you'll get much better results. If you find that the leaves are looking brown or 'burned' at the tips, that's a sign that the plant could do with some food.
As your chilli plant grows it will need a bigger pot so that the roots can stretch out - as we will have recently re-potted your plant, you can happily wait a year before any need to do this.
As the white flowers appear, new chillies are on their way. You can pick off flowers to help transfer more energy to the growing chillies if you like. The chillies will take a couple of weeks to grow and can be left on the plant for as long as you like, they are even good when they have shrivelled a little. If you find you have too many chillies to cope with, they can be frozen and used later.
